
Institute for Health Management honoured for advancing leadership in public healthcare
The IHM was lauded for its Talent Grooming Programme for Healthcare Technical Professionals.
The Institute for Health Management (IHM) under Malaysia’s National Institutes of Health (NIH) has been awarded Malaysia Human Resource Development of the Year - Health at the prestigious GovMedia Conference & Awards 2025, celebrating the success and impact of IHM’s Talent Grooming Programme for Healthcare Technical Professionals (TGP).
Launched in 2014, TGP was the first structured in-house human resource and leadership programme designed specifically for technical healthcare professionals within Malaysia’s Ministry of Health (MOH). Its mission is clear: to build a resilient and competent leadership pipeline capable of navigating the ever-evolving healthcare landscape. Over the past decade, TGP has produced 270 alumni across 14 cohorts via more than 100 specialised training courses.
TGP’s leadership development framework centres around five core competency domains: Leadership, Organisational Governance, Interpersonal Skills, Professional Values, and Personal Values. It combines theoretical learning with on-the-ground project implementation, one-on-one mentorship, and strategic exposure to high-level leadership insights. As TGP’s flagship leadership sharing platform, the TGP Inspirational Leadership Podium Series, has hosted 20 distinguished leaders across sectors who share their experiences, fostering cross-disciplinary dialogue and inspiring participants to lead with resilience and purpose.
Many TGP alumni now hold strategic roles across the MOH—spanning from hospitals and state health departments to central administrative offices—bringing leadership continuity, policy innovation, and governance excellence to the forefront. The impact of their initiatives, many of which have received national accolades, is visible in improved patient safety, better service delivery, and enhanced institutional efficiency.
In 2022, the programme underwent a strategic restructuring with the launch of TGP 2.0, featuring a transformed curriculum, digital enhancements and the first cohort of talents undergoing the new curriculum, graduating in 2024. MyTGP, the programme’s digital platform, was launched in 2019 and designed for flexibility and continuous improvement. It ensures seamless integration of learning and administrative processes of TGP.
TGP’s structured approach has also inspired spin-off programmes such as the Talent Development Programme (TDP) for non-technical healthcare professionals and the Governance Training Module for Future Leaders Managing MOH Facilities, to be launched in the near future.
The programme has also received praise from former Minister of Health Khairy Jamaluddin Abu Bakar, who lauded its ability to groom leaders of high calibre and stressed the importance of its continued evolution in meeting the demands of Malaysia’s health sector. Alumni testimonials echo this sentiment, describing TGP as a “melting pot of knowledge,” a “transformational experience,” and “an invaluable opportunity.”
Trademarked under MyIPO, both TGP and MyTGP are now recognised as proprietary leadership assets within MOH, ensuring their distinct identity and ongoing relevance in a dynamic healthcare environment.
With its unique combination of structure, adaptability, and strategic foresight, TGP has not only strengthened MOH’s internal capacity but has also set a national standard in cultivating capable, compassionate, and forward-thinking leaders for the future.
