Pengurusan Aset Air Berhad wins Malaysia e-Governance Project of the Year - Utilities
Its Digital Integrity & Benefits Declaration System enhances public sector transparency and data protection.
Pengurusan Aset Air Berhad (PAAB) was honoured with the Malaysia e-Governance Project of the Year - Utilities award at GovMedia Conference & Awards 2026 in Singapore for its innovative i-Declare System, a digital platform that has transformed the organisation's asset and benefits declaration process whilst strengthening governance, transparency, and accountability.
Developed to replace conventional manual declarations, i-Declare System integrates asset and benefits declarations into a single secure platform, streamlining compliance whilst safeguarding highly sensitive information. Designed with a confidentiality-by-design architecture, all declarations are encrypted and accessible only to authorised integrity officers, ensuring the highest standards of data security and privacy.
The platform enhances operational efficiency through automated workflows, role-based access controls, real-time compliance monitoring, and comprehensive audit trails. By digitalising the entire declaration process, PAAB has improved submission rates, reduced processing time, and strengthened audit readiness, whilst providing management with greater visibility to monitor compliance and support informed decision-making.
The transition from fragmented manual processes to a fully integrated digital platform has addressed longstanding challenges in maintaining confidentiality, ensuring timely submissions and improving organisational oversight. Developed through close collaboration between PAAB's Integrity & Governance, Human Resource and Information Technology departments, with the support of management, the initiative reflects a whole-of-organisation commitment to embedding integrity and good governance across its operations.
This digital platform also supports PAAB's Anti-Bribery Management System (ABMS), strengthening governance practices in line with ISO 37001 and contributing to the organisation's successful certification for three consecutive years.
Today, the i-Declare System stands as one of Malaysia's leading digital governance initiatives, reinforcing organisational integrity through secure, transparent, and traceable processes. By combining technology with robust governance principles, PAAB continues to drive digital innovation that strengthens public trust, enhances organisational accountability, and supports long-term corporate excellence.
PAAB was established in May 2006 through the Water Services Industry Act 2006 to assist the Federal Government in realising the National Water Services Industry Restructuring Plan. It is the company responsible for developing water assets in Peninsular Malaysia with access to the most competitive financing rates.
