Ministry of Energy and Environmental Sustainability Sarawak wins at GovMedia Conference & Awards 2026
The Sarawak Sustainability Blueprint establishes a strategic framework for a green economy across the state.
Ministry of Energy and Environmental Sustainability Sarawak won Malaysia Sustainability Initiative of the Year - Environment in the GovMedia Conference & Awards 2026. The organisation secured the accolade for its Sarawak Sustainability Blueprint, which serves as a comprehensive roadmap for a green economy.
Launched in May 2025, the blueprint integrates 10 strategic thrusts, 48 strategies, and 111 action plans across the energy, environment, industrial, and social sectors. The initiative focuses on accelerating renewable energy, advancing carbon capture and storage, conserving forests, and promoting circular economy practices whilst building a future-ready workforce.
The development of this masterplan stemmed from a commitment to lead climate action and build upon existing clean energy advantages. Abundant hydropower resources previously lowered power sector emissions significantly. To expand on this success, leaders engaged government agencies, industry stakeholders, and local communities to develop a unifying vision for society. The blueprint introduces innovative frameworks, including a domestic carbon trading system and a renewable hydrogen economy. These plans encompass hydrogen certification and dedicated export hubs to link clean energy directly with industrial growth.
Early outcomes demonstrate steady progress toward the established targets. Renewable energy deployment exceeded expectations, with solar projects complementing existing hydro dams. This clean grid infrastructure helped drive major reductions in grid emissions. Furthermore, a comprehensive greenhouse gas inventory mandated by 2027 will benchmark future emissions against a strict carbon budget to ensure transparent monitoring.
The State also decarbonises transport systems and plans carbon pricing mechanisms to secure long-term objectives. The initiative actively reshapes local policy and industrial standards through new legislation. The Sustainable Resources & Wastes Management Bill 2025 established a state waste authority to enforce circular economy practices. Additionally, the Environment (Reduction of Greenhouse Gases Emission) Ordinance, 2023 requires industries to report emissions, embedding the agenda into institutional governance.
