Accenture wins National Digital Initiative of the Year - Singapore at GovMedia Awards 2023

Its groundbreaking project, Project Blue Skies, represents a significant leap forward in revolutionising citizen experiences through the integration of cloud technology, agile delivery, and user-centric design. 

Accenture, a leading global professional services company, has been honoured with the esteemed National Digital Initiative of the Year award at the GovMedia Awards 2023 in Singapore. 

This prestigious recognition celebrates Accenture's remarkable contribution to the digital transformation of the Central Provident Fund Board (CPFB) through its groundbreaking project, Project Blue Skies, showcasing Accenture’s commitment to transforming citizen experiences through innovative digital solutions.

Designing services around people

Project Blue Skies goes beyond a mere revamp of CPFB’s public-facing website; it represents a comprehensive digital transformation journey encompassing customer journey, UI/UX design, agile delivery, digital marketing, content management, workforce transformation, and microservices. 

Accenture's collaboration with CPFB has resulted in the implementation of an innovative and user-centric digital experience built on cloud technology, leveraging a combination of software-as-a-service (SaaS) and custom-built microservices architecture.

The goal is to provide 4.2 million CPFB members with a convenient, and connected digital platform centred around the 5Cs - Comfort, Confidence, Control, Convenience, and Connectedness. By adopting cloud technology and an agile way of working, CPFB aims to meet the evolving needs of its members and deliver meaningful experiences at scale.

With a visionary UI/UX blueprint in place, Accenture designed a cutting-edge technical architecture harnessing the latest cloud-native services and transitioning CPFB to a robust microservice architecture. The transformation was supported by a well-crafted change management plan, ensuring seamless adoption and engagement throughout the organisation's shift to agile ways of working.

Embracing the agile delivery methodology, Accenture successfully delivered the revamped beta site within a remarkably short span of five months. The beta site launch received overwhelmingly positive feedback, with over 90% of visitors rating it at least 5 out of 6 stars. Building upon this success, Accenture continued to refine and enhance the platform, culminating in the full launch of the new digital platform after 12 months.

Next-generation service delivery 

The impact of this transformation extended beyond technology. The migration to the cloud brought enhanced operational efficiency and cost-effectiveness, optimising resource utilisation and significantly reducing infrastructure costs. Notably, the cloud infrastructure proved its scalability during the Yearly Statement of Accounts (YSOA) event, effectively handling twice the load of the previous system.

Adopting agile methodologies allowed CPFB to accelerate time-to-market for new features and services, fostering a culture of continuous improvement and innovation. The microservices architecture enabled the organisation to adapt to evolving user requirements and incorporate stakeholder feedback seamlessly. The result was a user-centric platform that allowed CPF members to access conveniently and interact seamlessly across devices, leading to increased engagement, accessibility, and user satisfaction.

By embracing a web-responsive experience on a fully cloud-based platform and adopting agile delivery methodologies, CPFB has reinvented itself to meet the evolving needs of its 4.2 million members.
