Government Housing Bank wins at GovMedia Conference & Awards 2026
The bank created an integrated financial literacy ecosystem to help underserved populations access sustainable housing finance.
Government Housing Bank (GHBank) won Thailand Social Equity and Inclusion Initiative of the Year - Finance in the GovMedia Conference & Awards 2026.
Many underserved populations in Thailand remain excluded from homeownership because of structural barriers like irregular income and a lack of formal financial records. Informal workers, such as street vendors and taxi drivers, frequently fail to qualify for housing loans. This exclusion happens because traditional credit systems do not capture their financial profiles, even though they possess repayment capacity.
To bridge this gap, Government Housing Bank developed an integrated financial literacy ecosystem called Foundations & Inclusion: A Tailored Financial Literacy Ecosystem for Homeownership. The initiative goes beyond basic education by establishing a personalised, data-driven pathway to credit eligibility.
Central to this initiative is the GHB ALL GEN mobile application, which features a digital learning platform. Users build financial discipline through savings tracking and regular engagement. The platform captures alternative credit data, including transaction history and utility payments. This allows informal workers to build a credible financial profile and improve their mortgage eligibility without formal income documents.
Furthermore, Government Housing Bank collaborates with property developers to implement rent-to-own models. This setup allows customers to accumulate savings whilst living in their homes. The bank expanded its outreach to include university students and organised informal sector groups through partnerships with transportation and vendor associations.
Since 2024, thousands of participants joined the digital learning programme, and many previously excluded customers successfully transitioned to approved housing loans. Financial literacy programmes for elderly participants also led to an improvement in financial understanding.
