MINISTRY OF ENERGY TRANSITION AND WATER TRANSFORMATION (PETRA) wins at GovMedia Conference & Awards 2026
The PETRA Skuad initiative bridges the gap between infrastructure implementation and public understanding in Malaysia.
The MINISTRY OF ENERGY TRANSITION AND WATER TRANSFORMATION (PETRA) has won the Malaysia Outreach Project of the Year - Communications award at the GovMedia Conference & Awards 2026. The ministry received the accolade for its national outreach initiative, PETRA Skuad: A Ministry in Action.
Launched in 2024 and scaled into a coordinated national rollout across Melaka, Negeri Sembilan, Johor, Kelantan, Terengganu, and Sabah during 2024–2025, the programme integrates field engagement, media immersion, and digital amplification. The initiative makes government delivery more visible and verifiable to the public whilst building long-term trust.
The ministry operates within citizen-sensitive sectors, including water security, renewable energy transition, flood mitigation, and coastal resilience. To ensure that public perception better reflects the scale of project delivery on the ground, the initiative embeds engagement directly within project sites. This field-based model brings ministry leadership, technical experts, and media representatives together on-site to provide transparent explanations of project scopes and timelines.
Multi-platform storytelling amplifies the reach of the initiative, with content disseminated through mainstream media and social media channels. Engagement strategies are also adapted to regional contexts. For instance, activities in Johor focused on monitoring energy and water infrastructure, whilst engagement on the East Coast centred on coastal resilience and solar energy initiatives.
The strategy yielded measurable growth in public engagement. Sentiment analysis indicated predominantly positive and neutral responses nationwide.
Internally, the initiative established a standardised engagement framework that strengthened coordination between technical and communications divisions. Externally, it enhanced stakeholder confidence by aligning federal and state agencies, the media, and local communities.
