Malaysian Communications and Multimedia Commission (MCMC) wins at GovMedia Conference & Awards 2026
MCMC partnered with Huawei Malaysia to advance digital leadership in 5G, AI, cybersecurity, and digital transformation.
Malaysian Communications and Multimedia Commission (MCMC) received the Malaysia Public-Private Partnership of the Year - Regulatory category at the GovMedia Conference & Awards 2026 for the Digital Leadership Excellence (DLE) Programme, a national initiative delivered in collaboration with Huawei Technologies (Malaysia) Sdn. Bhd. The programme was established to strengthen Malaysia’s pipeline of digital leaders across government, industry, academia, and regulatory bodies through executive-level capacity building in 5G, artificial intelligence, cybersecurity, cloud computing, and digital transformation.
The DLE Programme was launched in 2024 in response to Malaysia’s growing need for leaders who can translate emerging technologies into practical and impactful organisational outcomes. The initiative supports national aspirations outlined in the Malaysia Digital Economy Blueprint and the National 4IR Policy. Under the partnership, MCMC provided strategic leadership through national coordination, regulatory perspective, and alignment with sector priorities, whilst Huawei Malaysia complemented these efforts in contributing technical expertise through curriculum development, specialised training content, and industry exposure to real-world technology applications.
The programme adopted a modular learning approach encompassing digital leadership, 5G, AI, cloud computing, cybersecurity, and digital transformation strategy. Participants engaged in a combination of classroom learning, industry dialogues, simulation exercises, cross-sector discussions, and capstone project development. A highlight of the programme was the Shenzhen immersion, where participants visited leading technology companies including Huawei, DJI, and BYD to gain first-hand insights into large-scale digital transformation and innovation.
Learning outcomes were translated into practical initiatives through capstone projects aligned with national priorities. One project, focusing on ESG adoption to enhance the sustainability of Malaysian SMEs, progressed to pilot implementation with the support of government agencies. The programme also contributed to the establishment of the AI National Higher Education Hub at Universiti Sains Islam Malaysia, which supports AI-related research, innovation, and talent development.
Designed as a sustainable leadership development initiative, the DLE Programme continues to expand its reach through successive cohorts across multiple sectors. Its modular structure enables the curriculum to evolve in line with emerging priorities, AI, green technology, and next-generation connectivity. Through this initiative, MCMC and Huawei Malaysia demonstrated how a successful strategic public-private partnership can accelerate capability development, foster cross-sector collaboration and strengthen Malaysia’s digital leadership ecosystem.
