Philippines partners with Google Cloud to train 200,000 public servants in AI

The multi-year initiative also includes a cross-agency cyber defence system.

The Department of Information and Communications Technology (DICT) and Google Cloud have expanded their partnership to integrate artificial intelligence into Philippine public services.

Under the multi-year “AI Agents for Public Sector” programme, DICT plans to use the Gemini Enterprise Agent Platform to develop AI agents for e-government platforms.

The tools will allow citizens to ask questions in local languages and receive guidance on procedures such as establishing a micro-business, checking health centre schedules, and accessing disaster relief assistance.

More than 50,000 public servants will initially receive access to the Gemini Enterprise app.

DICT aims to facilitate the use of Gemini Enterprise and Google Workspace by over 200,000 government workers within the next 18 months, whilst monitoring productivity gains, cost savings, usage, and user satisfaction.

The services are available through the Procurement Service-Department of Budget and Management’s eMarketplace, the government’s platform for procuring cloud and AI solutions.

DICT has also formed a cross-agency cyber defence alliance supported by Google Cloud Cybershield.

Cybersecurity teams from 56 government agencies have been onboarded and trained, with the number expected to reach 90 agencies by the end of June 2026.

The system enables centralised monitoring of cybersecurity events and coordinated responses to threats targeting government platforms and critical infrastructure.

It is also being used to support the security of digital operations for the ASEAN Summits being hosted by the Philippines from April to November 2026.

The partnership covers digital connectivity through the Taiwan-Philippines-US and Apricot subsea cable systems, local terrestrial networks, and the DICT-managed Luzon Bypass Infrastructure.

DICT said the infrastructure could improve the reliability of e-government services and support additional Free Wi-Fi for All sites in public schools, hospitals, and community centres.
