Lenovo PCCW Solutions bags GovMedia Awards 2024 for Hong Kong Correctional Services Department tie-up

Integrated platform digitalises penal operations, advancing Hong Kong's smart city development

Technology solutions powerhouse Lenovo PCCW Solutions (LPS) clinched the win in the Hong Kong Smart City Initiative of the Year - Correctional Services category during the coveted GovMedia Conference & Awards 2024 for the comprehensive and long-term digital transformation roadmap it has built for the Hong Kong Correctional Services Department (CSD).

This project comes with the CSD’s plan to digitalise its operations and facilities, actively incorporating innovative technologies throughout their various institutions to enable intelligent and more compassionate correctional services.

In this collaboration, LPS developed a bespoke system named the Integrated Custodial and Rehabilitation Management System (iCRMS), to integrate its pre-existing legacy systems with a focus on streamlining manual processes into an accessible central platform, simplifying workflows, and developing new smart services to improve quality of services for CSD staff, Persons in Custody (PICs), and their loved ones.

iCRMS enables previously segregated processes and legacy systems to be accessed and managed as one. Moreover, LPS has developed a robust and multifaceted Social Visit e-Booking System, which takes full advantage of the integration and scalability of the iCRMS by easily slotting in as a modular improvement. Through this platform, the public are now able to submit applications for early registration and forward planning of visitations anytime, anywhere.

“The recognition highlights our commitment to innovation. With the support from LPS, we have brought the hugely expansive and complicated 'iCRMS' project to life – transforming daily penal operations in a smarter way through the deployment of new technology and digitisation,” said Jacky Lee, Senior Superintendent (Integrated Technology), Hong Kong Correctional Services Department, the Government of HKSAR.

By migrating eight core systems into 42 domains within an interface, the unified iCRMS platform has fundamentally transformed CSD’s approach to operations, replacing manual operations with digital processes that largely improve efficiency, safety, and data integrity.

The innovative solution has transformed the penal operations by enabling front-line staff to perform their daily tasks with much greater speed and accuracy, with detailed breakdowns of available resources and inventory now available as easily digestible real-time information.

Data collection and usability are improved both quantitatively and qualitatively, helping to ensure data privacy and protection while unlocking new avenues for planning and management through trusted data.
