Manila lifts waste-to-energy auction target to 400MW

Its revised rules allow more WTE and biomass developers to join the auction.

The Philippines’ Department of Energy (DOE) has raised the installation target for its Special Green Energy Auction Round for Waste-to-Energy (GEA-WTE) projects to 400 megawatts (MW) from 230 MW after resuming the auction process.

DOE lifted the suspension of the GEA-WTE auction following the issuance of Department Circular No. DC2026-07-00151 and the Second Supplemental Terms of Reference (TOR), both dated 10 July 2026.

The updated TOR expands eligibility for participation to qualified WTE developers and biomass project developers.

Biomass developers may participate if their projects are converted to WTE facilities using thermal combustion technology to process municipal solid waste, with DOE approval secured before the end of the registration period.

“The revisions were developed following consultations with stakeholders,” the department said, adding that it reviewed comments on project eligibility, registration requirements, feedstock considerations, technical requirements, and project implementation timelines.

DOE also extended key project deadlines under the revised TOR. The mechanical completion deadline was moved to 31 December 2028, whilst the delivery commencement period was extended to 31 December 2029.

The registration period for qualified suppliers was extended until 31 July 2026.

Developers with Waste-to-Energy Operating Contracts awarded, or whose contract assignments were approved, on or before the end of the registration period may participate.

Developers holding Biomass Renewable Energy Operating Contracts or Biomass Energy Operating Contracts may also join if they meet the revised requirements.

Stakeholders who have submitted registration documents may resubmit updated applications before the new deadline to reflect revised completion dates, delivery schedules, and work programme requirements. The latest complete submission received will be used for evaluation.
